Problem 2b -- Do I need to include the controller and feedback?

On part a) we had to build the whole model from Figure 3.1, but we don't design the controller until part c).

It may make more sense to do part a) last. For part b) "open loop" means that feedback is not implemented and since the problem statement gives you the control input, you don't need to implement the controller.
